BAADHI ya wananchi,Taasisi na Asasi zisizo za kiserikali mkoani Morogoro wamepinga vikali kuanzishwa kwa mfuko wa jimbo CBF kwamadai kuwa mfuko huo utasababisha mpasuko mkubwa katika jamii na kuhatarisha amani iliyopo.

Wakizungumza na mwandishi wa habari hizi kwa nyakati tofauti mjini Morogoro wadau hao walisema mbali na mfuko huo kuwanehemesha wabunge,matumizi ya fedha hizo yatakuwa kinyume na matakwa na kuongeza ufisadi serikalini.

Akizungumzia hoja hiyo Venance Mlali amefafanua kuwa mfuko huo ulionyesha kushindikana katika baadhi ya nchi duniani na barani Afrika utasababisha mgawanyo wa kimasilahi katika Kata na mitaa ndani ya jimbo ikizingatiwa kuwa nchi inamfumo wa vyama vingi

Amesema watu hivi sasa hapa nchini wanaitikadi tofauti za vyama na kuwa hata wabunge wanaochaguliwa huendesha shugli zao kwa misingi na misimamo ya vyama vyao jambo ambalo linweza pia kujitokeza katika matumizi ya fedha hizo.

“Kitakachotokea katika jimbo ni,mbunge wa chama A ataegemea zaidi mitaa ambayo chama chake kimeshika hatam na mitaa yenye wanachama B,C,D,E na F haitafaidi kikamilifu na mfuko”aliongeza Venace.

aidha amesema kwa mujibu wa katiba ya nchi mbunge ni mwakilishi kwenye vikao vya maamuzi bungeni na msimamizi wa shuguli za maendeleo katika jimbo lake nakuwa suala la utekelezaji ni jukumu la serikali kupitia watendaji wake wakiwemo wakurugenzi wa halamashauri na makatibu tawala wa Wilaya na mikoa.

Asheli Kyaruzi na Benadetha Mbaramwezi kwa nyakati toafuti wamesema mbali na mgongano huo pia utaongeza gharama serikalini kwa kutenga fedha kila mwaka kwa ajili ya mfuko huo fedha mabazo zingeingizwa kwenye halmashauri na kufanya kazi nzuri zaidi.

Wamefafanua kuwa bado fedha hizo zitakuwa na mgawanyiko mkubwa ikiwemo kuajili watumishi wapya dhiidi ya mfuko huo badala zingetumika moja kwa moja kwenye kuboreshewa miundombinu na huduma mbalimbali za kijamii.

Hata hivyo wamehofia ufisadi zaidi katika matumizi ya fedha hizo na kuhoji kuwa endapo matumizi ya fedha katika halmashauri bado ni tete itakuwaje katika mfuko huo ambao hata msimamizi wake si mtaalam wa hesabu badala yake ni mhamasishaji wa maendeleo.

Wamesema bado kunakasoro nyingi ambazo kuwepo kwa mfuko huo Inawezekana kuwaongezea wabunge kiburi cha kuendelea kug’ang’ania katika viti hivyo vya ubunge hadi mwishi wa maisha yao napengine kuwarithisha watoto au wajukuu zao kwa masilahi hayo.

JESHI la polisi mkoa wa Pwani limewatia mbaroni wahamiaji haramu 81 raia wa Somalia wakiwa wamejificha kwenye vichaka vya kijiji cha Masuguru kata ya Kiwangwa wilaya ya Bagamoyo mkoani hapa wakisubiri kusafirishwa na wenyeji wao kwa njia zisizo za halali.

Kamanda wa Polisi mkoa wa Pwani Absalom Mwakyoma amesema kuwa walifanikiwa kuwatia mbaroni wahamiaji haramu hao baada ya kupata taarifa kutoka kwa raia wema ambao ni wakazi wa wilaya hiyo.

Mwakyoma amesema kuwa raia hao ambao kati yao 78 ni wanaume na watatu ni wanawake walikutwa wakiwa katika makundi mawili tofauti wakisubiri wenyeji wao kuwatafutia usafiri wa kuwavusha hapa nchini kwenda nchi za jirani ili wasitiwe hatiani kutokana na kukosa vibali.

Aidha Kamanda huyo ameongeza kuwa mbali ya kuwatia mbaroni wahamiaji haramu hao pia waliofanikiwa kukamata magari mawili ambayo yalikuwa kwenye mchakato wa kuwasafirisha wahamiaji hao pamoja na wasindikizaji ambao wanawasaidia raia hao kuvuka hapa nchini kwa kuwapitisha njia za uchochoroni ili wasitiwe mbaroni na vyombo vya dola.

Amewataja waliotiwa mbaroni kuwa ni pamoja na dereva Nurdini Yasini (28)mkazi wa Mabibo jijini Dar es salam,dereva wa gari aina ya Fuso lenye namba za usajili T 933 AOR ambalo lilikuwa tayari limepakia wasomalia 30 wakisubiri wenzao waliokuwa wamejificha porini watoke ili waanze safari.

Wengine waliotiwa mbaroni ni pamoja na Mohamed Kibwana (30) mkazi wa Kijitonyama jijini Dar es salam ambae ni dereva wa gari lenye namba za usajili T 688 AXN Nissan Pick up lililokuwa likisubiri kusafirisha wahamiaji haramu hao.

Jeshi hilo pia limefanikiwa kuwatia mbaroni wasindikizaji wa wahamiaji haramu hao watatu ambao ni pamoja na George Zakaria (35) mkazi wa Msamvu Morogoro, Athumani Hassan (19) mkazi wa Manzese jijini Da es salam pamoja na Hemed Juma(25) mkazi wa jijini Dar es salam.


Hata hivyo Kamanda Mwakyoma amewaomba wananchi wa wilaya hiyo kuendelea kutoa taarifa pindi wanapobaini kuwepo kwa wahamiaji haramu katika maeneo yao yao.

WAKATI HUO HUO:SHULE ya shule ya Sekondari ya Luganga iliyopo Wilaya, Mkuranga Mkoani Pwani ipo katika hatari ya kuchomwa moto na kundi la wati wasiofahamika kwa kile kinachodaiwa kuwa ni kutoelewana kati ya mwalimu mkuu wa shule hiyo Ally Kilasama na Diwani wa kata ta Lukanga Sulatan Malenda.

Mwalimu mkuu wa shule ya sekondari lukanga , Alli –kisalama, amemwambia mkuu wa wilaya ya ,mkuranga Henry clemence kuwa tangu uongozi wa shule ulipoteua bodi mpya ya shule na kumuacha diwani wa kata hiyo sultan malenda amekuwa akipigiwa simu yeye pamoja na mwenyekiti wa bodi issa sangiwa kwamba shule hiyo itachomwa moto iwapo ataendelea kuongoza shule hiyo.

Amesema kutokana na tishio hilo yeye pamoja na waalimu wenzake wamekuwa wanaishi katika wasiwasi mkubwa kwani hawajui sababu hasa za kutolewa kwa vitisho hivyo.

Vitisho hivyo vya kuchomwa moto kwa shule ya sekondari lukanga vimekuja wakati diwani sultan malenda akishutumiwa na uongozi wa shule hiyo kwa ubadhirifu wa fedha ujenzi zilizopotea wakati akiwa ni mwenyekiti wa kamati ya ujenzi wa shule pamoja na tabia yake ya kuingilia mamlaka ya uongozi wa shule .

Hata hivyo diwani, malenda amekanusha vikali tuhuma zilizotolewa dhidi yake.

Mkurugenzi mtendaji wa wilaya ya mkuranga Sipora Liana amesema ni kweli diwani malenda ana tabia ya kuingilia majukumu na madaraka ya watendaji wa idara mbalimbali ikiwa ni pamoja na kuwashawishi ili wasusie kufanya shughuli za maendeleo.

Amesema kwamba wamemuaomba mkuu wa kumhakikishia usalama mwalimu ili asihame katika shule hiyo kwani kutasababisha shule hiyo kufa.Kufuatia hali hiyo mkuu wa wilaya ya mkuranga henry clemence amemhskikishia usalama mwalimu mkuu wa shule ya lukenga na kusema kuwa ataimarisha ulinzi katika shule hiyo kwa kuweka askari polisi ambao watakuwa wanalinda shule hiyo usiku na mchana.

Mkuu huyo wa wilaya pia amemuagiza mkurugenzi mtendaji wa wilaya hiyo kumpeleka mkaguzi wa ndani kwenda kufanya ukaguzi katika shule hiyo ili kubaini kiasi cha fedha na vifaa vilivyopotea wakati wa ujenzi wa shule hiyo ili wahusika wachukuliwe hatua za kisheria.

Tishio la kuchoma moto shule ya sekondari ya lukanga linakuja wakati bado mkoa wa pwani ukiwa bado kwenye jinamizi la uchomaji moto shule za sekondaribaadhi ya wanafunzi kufukuzwa shule huku wengine wakihamishiwa katika shule za sekondari za kata.

Awali shauri wa mradi wa Ramser Marcely Madubi alisema mbali na wataalamu na watekelezaji hao kupeata elimu hiyo mpango huo utaanza kusambaza takwimu hizo sehemu mbalimbali hususani wanaohusika na mazingira.

‘Hiyo itakuwa kama kiashiria cha hali halisi ya bonde na kusaidia kufanya maamuzi mbalimbali yanayostahili katika ngazi mbalimbali na ili uhifadhi uendelee na rasilimali ni lazima kutengeneza mpango uishi wa usimamizi wa enao la Ramser la bonde la Kilombero,”alisema.

Awali mkurugenzi wa kituo hicho Josephine Bakhita alisema kituo hicho kilichoanzishwa1992 Chamwino mjini Morogoro kimekuwa kutokana na ongezeko la jamii hiyo ambapo matawi mawili yameongezeka likiwemo la Mikese na Mvomero.
Alisema mpaka sasa Amani inajumla ya walemavu zaidi ya 3600 kutoka maeneo mbalimbali ikiwemo wilayani Mvomero,kilosa,morogoro vijijini na Manispaa.

Bakhita alisema mradi huo wenye ukubwa wa ekari 11 ambao kituo kilichangia shilingi Mil.3 utapanua kilimo cha awali cha mbogamboga, matunda,mahindi,mpunga na mtama nakuwa utakiwezesha kituo kuongeza pato .

Have faith God is working day and night just for you and me
The only survivor of a shipwreck was washed up on a small, uninhabited island. He prayed feverishly for GOD to rescue him, and every day he scanned the horizon for help, but none seemed forthcoming.

Exhausted, he eventually managed to build a little hut out of driftwood to protect him from the elements, and to store his few possessions.

One day after scavenging for food he arrived home to find his little hut in flames, with smoke rolling up to the sky. The worst had happened, and everything was lost.. He was stunned with disbelief, grief, and anger. "GOD, how could you do this to me?" he cried.

It's easy to get discouraged when things are going bad, but we shouldn't lose heart, because GOD is at work in our lives, even in the midst of pain, and suffering. Remember that the next time your little hut seems to be burning to the ground. It just may be a smoke signal that summons the grace of GOD.You may want to consider passing this on, because you never know who feels like their hut is on fire today......

I was delighted to get the list of your emails and I am very pleased to be able to write to you when the memories of our days together in Nairobi are still fairly fresh. I would like to begin by thanking you all for your whole-hearted participation in what was a demanding, but very rewarding programme. I was very impressed by the quality of your participation; by your attention to lectures and inputs, by the insightful nature of your questions and by the outcomes from the work-groups. I look forward to receiving the final version of the closing statement which I am confident will bring together all the fruits of your reflection and discussion.

More important in many ways than the formal outcomes of the Workshops, however, was the wonderful spirit of communion and solidarity that we experienced together and I hope we can create a forum that will allow us to maintain something of that sense of togetherness. I would like to invite you to use this group email facility to post any comments you might have about the Workshop and how we might follow up on it. We would also love to know about the various communications projects and activities that you are engaged with in your home countries and how your involvement in the Workshop might have impacted there.


I would like to let you know about an initiative of this Council which is addressed in particular to young people like you. To highlight the Pope’s message for World Communications Day, we launched a new website – http://www.pope2you.net/ - where you will find a range of materials related to the message, including “e-cards” with images of pope Benedict and short quotations. I would invite you to share this material with your friends: with your help, the message of the Pope could reach many young people who might not otherwise hear of it.

I will be in touch again soon to let you know about our different projects and plans. For now, I would like to wish each of you and your families every grace and blessing. I ask you to keep me in your prayers.

THE INPORTANCE OF SILENCE

Silence is a splendid gift. By silence, I mean the atmosphere of quiet and meditation that helps us to attain a sincere conversion of the heart.
In our modern world, a welter of noise fills the streets, places of work and even our home.
I would however make distinction between two types of noise.
The first type is external noise. Noise from outside ourselves, which can take many forms, vehicles, music, the welcome voice of people and many other exterior sounds of that sort. But even this noise can become overwhelming. If it interferes with our inner life, we may be in need of returning to the schools of silence.
The second type of noise is internal noise and this is the one of the major causes of conflicts in Africa as we were told by Mr.Katunga John is last completed AMECEA Youth workshop.
A person may be torn by inner chaos and division. At the root of it, there is often some kind of frustration, to which we may have contributed. I therefore urge every body to curb whatever might undermine the spiritual health of our fellow clerics to such a grave state.
I feel that we need to rethink and meditate on the wise saying of Socrates that "Unmeditated life is not worth living". On what Arthur Graf says, "We must be silent, if we want to hear the singing of our hearts."
In our struggle to foster peace , justice and reconciliation in our respective places, if we don not create time for silence, there are bound to time when we shall have to retrace our steps , to plead that they allow us to undo what we have done. We shall indeed cry over split milk. Ant that will not improve the image people have of us as leaders.
Silence will help us to understand ourselves better so that we can sturdy and understand others in the struggle to resolve conflicts.
I know this may not be easy, but give it atry and you will see the fruits.
